Im growing outdoors the plant is in the back of my yard away from my house under an orange tree next to a privacy fence will the light comming out of my neighbors windows is enough to throw of the flower cycle

ANY light will throw off your flowering cycle! Like Auzzie said light proof your room

It might be if it's bright enough.

They shouldn't get anymore light than a bright full moon so keep them some where dark but with sufficient air flow at night.

i put it under a short orange bush them covered it with a big towel so its pretty dark back there
