my girl is 10 days into flowering now... is it possible for the plant to flowering in 13 hours of light a day... SUN light starts at 5.30am and went out at 6.45 pm...is it possible for the plant to flower ?

So you started it inside, where you introduced 12/12 and allowed it to start flowering, and then moved it outside? Or it started flowering by itself outside?
