HELP Not sure whats wrong

Not too sure whats wrong with these they were started 1 month ago and one has white spots that are almost see thru and the other seems to be growing fine except they both seem a little small. I have two 60 watt bulbs on them and am currently giving them 16 hours of light per day

First off is that cheese on your soil?? it looks like parm :p anyway.. im fairly sure those 60 watt lights you are using are crap incadescents and that is why your plant is growing like shit. regular light bulbs just dont put out the right types of light for cannabis. you need some CFLS, or even better some HID light. if somehow i am wrong and those ARE cfl's you have them way to far away.. no more than 6 inches at very most. i normally go for 3.

its a potato because I thought we had a fungus gnat problem, but anyways where can i got those lights? and If i do get them can i change the lights and save my plants?
 
u get cfls anywhr light bulbs r sold.. and yeah u will also see a much noticeable improvement in your plants as well
 
another lil tip bro.. pick up the cannabis grow bible.. and check out the faq on this site both will help alot
 
yes those "grow bulbs" are just crappy halogen lights with a blue filter. i was slightly off but crap lights are crap lights. walmart has about the best prices for cfls around here. 26watt (actual watt) daylight bulbs are what you need. or bigger but the bigger ones are lower color temp most of the time. and the growfaq at the top of the page is a good idea too. and read a few grow journals. do some research and avoid potential future problems.

ok i switched the lights to 20 watt cfls but now the leaves are wilting on all pants here is a pic of one of them, any suggestions?
 
the wilting is probably from over or underwatering. looks like you just watered it. just keep an eye on it it should be fine.
