Help please what’s wrong 1st grow nerves

Can someone please tell me what going on with my baby leaves and black dots and white on the leaves

I'm guessing thrips, take off a few leaves and inspect them very closely.

If so my friend what is my solution...didn’t see any thing living...just sprayed heavy with neem oil....1 min ago...only use neem oil twice ...once about a month ago..

I recently used an insecticidal spray to treat for thrips. Seems to have at least reduced their numbers. Hard to completely soak when several weeks into flower. Will plan to do it again in a few weeks if necessary.
