im going to start a home grow but bit confused if i start my cutting wi water or feed and how long do i veg for before flowering 
help please

Dude, firstly, welcome to RIU and welcome to the wonderful world of growing.
Secondly, with thag being said, you cant just come on here and just start out by asking the most basic of questions. There is a shit load, I mean a REAL shit load of info on these forums and on the web in general. So my advice now would be read, read, and....oh yes, read.
To answer your questiins for now. Just start a cutting off with plain ph adjusted water. Re veg time, thats entirely dependant on a number of factors including the size if the area youve got to work with, the strains youre growing, the style of grow etc.
So again, welcome.... but you've ckearly got a lot to learn, so get to it.
