(HELP!) White powder all over my plant?

I just noticed this white powder all over my plants.
It’s been very humid this past couple days due to rain/thunderstorm. Humidity is reading 50%inside the tent. I’ve been keeping the tent open with 3 fans blowing. Is this mildew? Looks like dandruff
update) they do look like bugs when zoomed in. Does anybody know what kind of bugs these are? They re all over my plants.

That's not white powder. It's damage from thrips. Get a scope and look at the leaves, especially the undersides.
 
Mechanical removal first also helps. Use a fine yet fairly forceful spray to remove what you can. Support weaker growth with your hand as you spray.

One of them looks like damage from thrips but the other plant has actual white bugs all over it. Are they the same thing? How did I get thrips?

Little white bugs could be soil mites as long as they're just on the soil and container. Living organic soil and ewc/ compost will have all kinda insects in it.
 
Just keep an eye on the underside of the leaves.
You have thrip and possibly spidermite/aphid damage.. like what was said earlier, get some citric acid..
