Help with bug ID, causing twisted leaves and orange spots

For the past week new growth from the top of plants has been coming out twisted and some lower leaves are curling, at first I thought overwatering or nitrogen tox but upon closer inspection I noticed tiny whiteish bugs crawling on the underside of the most effected leaves. Last pic is one of them on the end of tweezers, they are very small barely visible with naked eye. I have sprayed twice with spinosad 3 days apart and just sprayed Neem oil today which seems to have reduced their numbers some.

You are correct, keep treating them with neem oil or soapy water. I had these little buggers on my outdoor plants this summer. Absolutely wrecked my Blueberry.
