Five cfl's is not going to be enough light to flower 25 plants. Not even close. Might be good enough for veg.

Doubtful that you'll be able to spread that small amount of light enough for it to be sufficient for that many plants.

I would go with one light per plant. Or go 12/12 from seed in solo cups, although I am not sure how well that would turn out.

MORE LIGHT = Bigger plants/buds - if going to use cfl's consider using 500-650 watter's. look at "1,000 bulbs.com" for these also reflectors are a necessity

but the bulb are 75 watt worth 375 watt but can i manage to harvest with it
Yes, Yes One can produce very good results with cfls' using 5000K -Veg and 2400k flower - but you might need more bulbs. Here is a formula to determine amount of lumens needed per'sq ft :
L x W = ? then x's by 2,000 - 4 x 4 =16 x's 2,000 =32,000 lumens needed for a 4by4 space (lumen's are noted on box)
