Help with setting up veg room

So I have a 1000 watt switchable ballast and a 400 watt mh. I will have to sections in the room one for flower and one for veg. I want to know if the 400 watt mh is strong enough to veg say 10-12 it is air cooled. I also have a flourescent I can add to the veg room. I vegged pretty decent plants before with only flourescents, but they werent strong enough to get a decent bud yield. For flowering I will run both the 1000 and the 400 in the same room. I am trying to avoid using the 1000 during veg. Power is a issue. Appreciate any help I can get.
