In order to help you we need more details on your setup please.
Size room, lights, temp and RH control, etc
Room size would be roughly 7m³, 2 800w leds, temp is 22-24C day time and 18-20C night time, ac infinity 200mm extractor fan, intake is just 2 200mm holes vented from outside, 4 oscillating fans, 2 above and 2 below canopy, 1400w oil heater (only heats at night). In coco 3 gallon buckets, fed twice a day to run off. 19days since 12/12

shutting off your extraction at dark time and running a dehumidifier should bring down that RH.
Unfortunately being so close to my neighbors I need to run the extractor to run through the carbon filter as I can't risk it being smelt. It's not exactly legal where I'm from and I've found the dehumidifier makes the temp rise by 2-5C and my room gets to 28C in summer day and even now is 24C, with the dehumidifier 29C is too hot so I dont use it. Is there a dehumidifier that wouldn't raise the temp? I'd need to run it all day as the humidity is constantly in the 60s to 70s

You can run your carbon filter in the room you grow without venting it, just blow it back into the same room. You definitely need to get your humidity under control or your at high risk of bud rot (botrytis). Humidity during flower should be kept below 60% to be safe, your temps are a little high for HPS too. I used to run 75 °F 55% humidity with 1000w HPS with excelent results, with LED I run 80 °F 60% humidity lights on, 75/55% lights off.

All dehumidifiers raise temperature, do not skimp on a dehu with that many plants you are going to want at least a 50 pint dehumidifier.

I would run a ceramic style heater vs the oil filled so it removes humidity. Oil radiator heaters are for if you had a problem with it being too dry.
