Hermie plant... Can i cut top buds off???

so, my first grow.. and my top buds.. seem to have hermied.. theres really no explanation otherwise for the 'sawdust' fallin on my hand when i was checkin out a little ball..

and... i was wondering all the lower buds have not hermied.. as far as the eye can see.. can i cut the top buds off, and expect the rest of the plant to grow as planned or should i harvest... or.. i dont know if it is worth even keeping unless i want to start a seed bank lawls.
