Can clones from a established mother turn into herms? Basically I want to know if herm is a genetic trait or a mutation that occurs on an individual plant basis?

It can be both.

You can have a 100% female turn into a hermie if the plant is submitted to too much stress. This problems are generally originated by an excess of heat, salt built up, wrong ph, etc ... the plant thinks it's gonna die and decide to produce male hormones in an attempt to produce the next generation. While content in THC is smaller, you'll get seeds but it is still smokable.
