Only time will tell looks young maybe 3 weeks maybe more

Usually on the 4th node around the the 4th week with a magnifying scope you can see the preflowers.

That stretch and stem structure tells me it may need more light. If its outdoor, you are limited by your imagination. if its indoor, move the lights much closer relative to the canopy/add more light (and/or more blue light).

You can also scar up the stem to 1" maybe 1/2 inch below those leaves, add cloning powder/gel then rockwool cube(s), and then surround and lightly cover the rockwool with soil.
