holes in my fan leaves

hi can anyone tell me what is cause this. I can't see any bugs but a small portion on plant looks like this.

Could be a number of leaf eaters. Japanese beetles, hoppers, caterpillars. You'd probably be able to see them with the bare eye, but they're REALLY good at hiding in foliage, if they're even sticking around anymore.
