I've known Amsterdam for over 30 years (fuck I'm getting old!) and I've stayed in lots of different hotels from 1* when I was a 17 yo kid to 5* luxury as a grown up, but whatever they are like you are still in a hotel. The best way to experience Amsterdam it in on a houseboat. You get to see how the place works, everyone is out cruising around the canals when they finish work and you feel a part of the action as they all come by your boat and you get to chill in your own space and feel like a local.
checkout this website it has apartments too.

I was in Amsterdam a couple of weeks ago and all the coffee shops are working the same, there was no mention of any changes and to be honest it is such a big industry plus the Dutch are quite rebellious to their government trying to impose any shit on them, they will find a way around the law IF it's ever brought in. I lived in The Hague in the late 70's when they were trying to change laws regarding smokers and everyone just said fuck off and worked around them.
If you have any questions about the place ask away.
