Depends on the lights your using, but they will probably be close to 1.5-2ft tall by planting time. I already got some of my eventual outdoor plants going under 375w's of cfls, Ive never started this early so Im just doing about half of them and I'll start the rest in about a month. Almost got all 24 holes dug for outside, 19 done, some are are huge, 4.5ft deep 3x3 area and Im going to back fill all of them. I like to grow alot fo kush strains, never tried the midnight kush, but I'll be running Bubba Kush, Banana Kush, OG/Bubba cross and 3 kingkushes from attitude, along with some green crack, juicy fruit, Cheese, lavender and hopefully a couple big bud, Im already too excited, I love outdoor season. Good luck with everything, take care, peace

the 1400 watts is gonna be mh and the 200 is gonna be flouro tubes, but once it goes outside theres gonna be tomatoes next to it so about how far should i put them away from my plant?

Personally I would keep the tomatoes as far away as possible, I dont know the proper suggestion as far as how many feet away they should be. Ive seen quite a few people over the years that would have plants in their vegetable gardens, not sure if the added amount of smaller plants would attract more bugs or other problems. Is their a particular reason you have to plant tomatoes next to your plants, not to say that I think it will hurt them in any way, I dont know, but is it possible for a seperate vegetable garden slightly away from your grow.
