How do I know its time to harvest???

Go grab a microscope from RadioShack.. There's a handheld one with a light thats 60x-100x. It's only like 10 bucks! Take that, look at the trichomes. Chop it when 50% are milky and 50% are amber in colour. You're only at 3 1/2 weeks, so it'll be a few more weeks.

Having patience is the worst part about this!

make hay while the sun shines, alternatively wait for cloudy trich's.

Really depends on what type of high you like. Harvest early and you get a head rush high. Harvest late and you get the couch lock high. But most people harvest when it's 50/50, like ravioli said.
