hey guys, my plants are 5 days old and they have 2 smooth leave and 2 rough. Would it be okay to switch to a 400w HPS? I have a fan on, and the temp is staying at 69

i like to use compact fluoresent bulbs i design them and make them for the public hps lights are very hot and they draw to much power if using bulbes over 400 watts plus compact fluoresents have the ability to move the kelvin rating from 2000k to 6000k

This is a wierd ? But i make neon signs and other types of signs. I have the ability to ge really cheap equipment because i am a manufacturer. Would neon tubing (red tube, and blue tube) work as a grow light?
