How long have i got to go? is my pot too small? is it too late to change?

2 of my seedlings, the darker one is in the smaller pot, i only had 1 bin so i put the smaller one it in to help it out, do u think i should upsize the smaller one or is it too late, been budding for about 3 weeks how long to go?

looks like the one in the black pot could use more dirt.
