You can change anytime. It depends on how much room for height you have as the plant will almost double in flower. It also depends on the strain because some are lower growing. If you topped it then you maybe can wait a little longer. I have a 5' tent and veg for about 4 weeks or until they are about 12". That allows for enough space between my lights and odor filter.
