How many lights for my tent?

I'm switching from a 400 mh/hps becuase it just puts off too much heat. I have 3 fans running and a cool tube... I can't keep the temp below 90 even at night. Along with my humidity dropping to around 35%. So I have read quite a bit about CFL's and a lot less heat. I got the whole 7k-10k lumens and the 2500 kelvin for flowering and 6500 for veg (mixed of course for flowering and veg). Here is my question...I have a 4'w x 2'd x 7'h tent do I need to put 6 23w @ 1600 lumens = 9600 lumens (23w just an example) per sqaure foot? So I have 8sq/ft of space I need to run 48 of the 23w lights? If so what would be the best way to mount all of those lights.

48 lights is a lot holmes... Depending on your crop, or however many plants, the more you have, the more lights you'd need. But if you plan on having 1-3 plants, then not too many light bulbs would be ideal. Secondly, with that much room, you can make a nice exhaust system. Exhausting the air inside your tent, will greatly help temp drops. See in my case, i have about 12 sprout lings, of which i'm gonna say less than half of that number will be females. and of that half, only a few will survive on me (that's just my shit luck.) But i'm trying the CFL as well and have my sprouts under both spectrums (2700k, and 6500k) Two each. They're looking decent so far on today (day 3) good deep color to them.

I have been working nonstop for the past week or so trying to get the temps down. running 3 4" 190cfm vortex fans w/ a cooltube and no luck. Exhasting in to the ceiling along with pulling fresh air from a window along with one of the fans running just the cooltube and still can't keep it below 90! Sucks gotta do something so my girls grow ok! I have 5 plants 2 about 12" and 3 about 8" gonna start doing some LSTing/Scrog here soon so I would like to have most of the space cover with enough light. the 23w lights were just an example...I could use 65w, etc. and cut down the number. Just wondering if that is the case as far as the lumens go and what would be the best way to mount/run all the lights.
