how to power ballast?

is this even set up rite? ive been researching ALL DAY about how to set this up.
can anyone help. or give me easy steps/ways to set up wire.jpg can an extension cord power it?? ballast1.jpg is this how the wires should be touching the bulb? or should i buy a mogul base socket??

damn... I can understand if this is on a budget, but a mogul base is only gonna cost you like 3$

ide suggest you get a proper box to put that ballast in as well... ive seen guys mount them just to the wall with the capacitor just right beside the coil but they're pretty good at wiring.. for safety purposes find some suitable container for that...
