How to start my perpetual grow

So my first grow is almost finished and my first batch of clones are almost ready to go into flowering. Im going to try the perpetual grow method so that im harvesting 2 plants every week but I cant decide how I should start it. First let me explain how my grow will work.

I will have 20 plants in my flowering room at all times 16 in the veg room and 4 in cloning. I have figured 10 weeks to flower 8 to veg and 2 weeks in the cloner. So every week 2 plants are moving from clone to veg 2 are moving from veg to flower and I will be harvesting 2 plants every week.

Now I figure I have two options I can either Start by cloning 2 plants every week and build up the number of plants until my perpetual grow is in full swing or I can clone 16 right away and let some of them veg longer except longer would be the last group of 2 plants in the grow would veg for 16 weeks. The first 2 plants would veg normally the next 2 a week more thant the first and so and until I got to the last group of 2 which again would be vegging for 16 weeks. My concern is that the biggest pot I can put the plants into is a 5 gallon and with 16 weeks veg time (plus ill be using the Scrog technique) The plants will become too big for the 5 gallon pots and possibly die? Im not too sure what happens after a plant has outgrown its pot besides becoming root bound and stunted would it flower right and just stay the same size or could it die from being restricted to a pot that isnt big enough. Another note the plantsw will be in soil.

Sorry for the long post hope it all makes sense so whats everyones opinion Should I just wait and grow 2 plants every week or bust out 16 at once to get the perpetual jump started?
