How would you diagnose this plant in flower?

Lockout from ph. I don't think that your nutrients could be under feeding her that much

Start at ph and adding cal, or cal mag
 
I find the same thing to be true with helping new growers on here as I do with say, putting a custom rom on someone's phone for them, or jailbreaking someone's device for them. It's just instant help, and they don't understand how to maintain things or how things truly work. Not attacking you OP. Just saying, learn What cal does, learn what a slurry test is. Learn proper run off for your growing method. Read read read
 
I water with RO and feed once a week 600-700 ppm with ph of 6.3-6.5. I haven’t checked the ph of my run off yet but I do add some cal Mag every other feed.

Check your runoff EC. If it's higher than your ~1.2-1.5EC feed you're probably in a lock out situation. There are other well more experienced people than me to suggest what's going on, but your plant does look hungry and I'd think there's some Magnesium issue as well.

When I moved to promix it was suggested that I bring my pH down lower to 5.8-6.2 zone as it's technically a 'soilless medium' and that's worked for me pretty well.

If that's soiless then you should be 5.6 to 5.8 veg and 5.8 to 6 in flower. I go my last week at like 6.3 before harvest in hydro
