hps ballast on 1000bulbs.com

looking into building a diy 70 watt hps.i found a ballast on 1000bulbs.com.in the description for the ballast it says normal power factor no capacitor.my question is. will this work?is there anything else i will need?the catalouge code is Bs-Luoo70120.any help would be greatly appreciated.as i have never built one of these before.

I imagine it would work as well as one of those funcky ballasts you get with a "Security Light" (it may work, but I'm sure it's hell on the bulbs!). That other "Sola" ballast, the $35. one, comes with a capacitor and and a much better transformer!
