Humidity levels?

For a small grow room 3x3x10 what should i be keeping my humidity % at? and is it alright that the temp is bouncing around 28 celsuis with the lights on?

when the lights are on its safe to have it at 80 degree, when its off its ok that the temp drops 10 degree.

doesn't matter what size room you have for veg humidity should be about 55%-65%, for flower should be 40%-50%. Both give or take a few percentage off. At the end of flower its better to have the lowest humidity as possible as that will induce more resin and also keep buds from molding.

wonderful... thats good to hear i guess.. my humidity is only 39 right now still veg... should i consider geting a humidifier for time being of the veg ?

well, 65% would be a bit high since mold risk increases exponential as soon as you cross the 60% mark, so i would rather say everything within 45-60% is okay for veg and for flower i agree with our values;)

so in other words i would rather the humidity stay lower then be high as 60+ ... and do you know any simple way of cooling down the small space other then an air conditioner? temps still seem to be a bit high

39 RH is fine for Veg. As your plants grow bigger and transpire more water, your RH will steadily go up, it will also go up at lights off as cooler air can contain more water moisture than warmer air, so as the air temperature cools, the RH goes up.

Just watch the RH at flowering, particularly towards the end, as thick dense buds and high humidity (above 60RH) can promote bud mould.
