hey i got a hydroponics kit kinda like this one...

how much should i fill it up with water? should the water be able to touch atleast the bottom of the little cubes that are holding the plant?

just water it from the top until the roots grow into the res. then fill the water up soyour roots are in the water. if your using rockwool you dont want the water all the way up to it because it holds water in and might cause problems. just as long as your roots are in the water you will be fine.
