I Bought a Humidifier, but Humidity levels didn't change

I went to Wal-mart and bought a $20 humidifier to increase the humidity of my grow closet during the early veg cycle. The humidifier is working and I have to fill it up with water every day, however the humidity only changed 5% from 25% to 30%. I also have a 5 gallon bucket filled with water and three small dished filled with water and rocks.

Can it be that all my fans and exhaust are keeping the humidity down? Or, is it my Air Conditioner? Or something else. I keep the door to the closet open, and there is one fan on the light, one fan at the closet door, and a third exhuast fan in the closet ceiling.

This is my second grow. In my first grow the veg cycle was during summer, so humidity levels were fine.

exhaust fans and a/c play a major part in humidity, when i turn off my exhaust fan, my humidity goes up around 10 %

its proberbly your inlet and exhaust fan drawing out all the moisture you could try putting a fish tank water heater into the bucket you have as hot water evaporates easier

Sounds like you need to put your fan on a dimmer. I have had similar problems in winter months when RH is really low. Tone down the air flowing out and you'll retain some of that humidity.
