WILL MY TWO 400WATT BULBS INCREASE MY BILL SO DRASTICALLY THAT "THEY" PICK UP ON IT? I NEED SOMEONE WHO HAS EXPERIENCED THIS TO COMMENT LIVING IN A 10UNIT APARTMENT BUILDING ALL OF WHICH ARE TWO BEDROOMS: I know you have to multiply the number by another number AND SO ON AND SO ON... But Im sooo not good with math. I believe I'm paying $0.033430. Its says:
Fuel:
(first 1000 kWh at 0.033430)
(Over 1000 kWh at 0.043430
Non-Fuel:
(First 1000 kWh at 0.051840)
(Over 1000 kWh at $0.061840)

My bill is usually a little under 90bucks. If I keep lights off in other rooms will it help level things out with the 400watt bulb? (I have a two bedroom there are at least 13 outlets and 25 light fixtures(not sure if that matters any) PLEASE HELP!

I grow in my apartment and the answer is no. I didn't even notice a significant change in my energy bill. Don't even worry about it.

You might notice a $20 change....Take the steps you can to reduce other usage of energy in your Apt. (i.e: Unplug electronics not in use, set a/c slightly higher in Summer and slightly lower in winter, etc.)....Don't worry about it though, mate. The only person noticing, or caring, will be your wallet!! More power used is more money for the power company. You will rarely hear a complaint on their part.

Based on your rates, I would guesstimate that with those lights and a couple fans it will add about 30 bucks a month to your bill. You offset it a little by cfl's around the house, water heater timer, and just shutting stuff off more, your computer uses more power than some fans, maybe 25% of what one of your lights will. The bump in your bill should not be suspicious.

Power companies do not go running to the police because your electric bill went up. It doesn't work that way. If the police suspect you of growing, they can request your records,
but the power company will not turn you in.

"They " already know about you anyway so stop worrying. You really aren't paranoid because "they" ARE after you now. You would only be called paranoid if they weren't!
