I need ADVISE Im NEW to growing and have a x room in my Apart that will be used f 90

Hi, I really could use some advise from some experts in this so feel free to help me PLEASE.
I have a reasonable amount to invest in a grow room. I currently live in an apartment and Im starting to convert a 8x11 spare room, but im moving in Jan.
So Im not sure what I should set up in here because Im moving into a farm house in 3 Months (jan).









This is what I have to currently.

1. 40x seeds that will be in Soil tomorrow if they all germ.
2. 2x 400w MH ballasts and bulbs
3. 1x 2ft Florescent ballast and (plant)bulb
4. 2000 store credit at HomeD
5. 2000 cash

I have an electrician, electronic tech eng. background so when I get to the farm I will go all out, and with help make it high tech, but for know Im clue less I dont want to make too much of a mess and put too much cash into this place if I cant re-use it at my new home.
I Guess I want is a design , do I build a tent or 2 tents one with MH and one with HPS , I was even thinking about using Led?? any pros or cons on them?

Also were can I find some of the materials to build it.

if you really wanted to grow i would do just a few plants in a tent 4x4 with a 600 watt maybe even a 1k if temps are not too hot. fan size depends on the temp. have a oscillating fan on the inside of course. veg for a little and then hit 12/12. I would do hydro in an apartment. dirt is too messy and that would be weird lugging a bunch of dirt and pots around. Unless you are in a grow state.
