In search for a website! haha

Well I am about to begging a small company, I need to have a 100% operational website before the company launches. Now I know about the Website builders and that may be a option. I just have a lot of design that I think website builders may not provide me. Now my question comes in, Were would I look for a freelancer? Any Ideas? I know RIU probably not be the forte for this type of question. Was just trying all avenues

Hire a Masters student or PhD student, they are always looking for extra work. Last resort would be to hire an exceptional senior, (computer science or computer engineering major) who already has website design experience.
