Out doors is kind of area specific as different parts of the world have seasons starting at different times of the year. You have to monitor your plants, when they start to bud, it is time to give them the flowing nutes.

Well whats in your soil? Fuck it just add nutes. I personally wait till AFTER the stretch to switch nutes, but thats just me

how many watering/feedings are you doing a week? I normally phase over three waterings. 1. 75%grow/25 %Flower 2. 50/50 3. 25/75. I start this a week into stretch. Now, you need to watch your plant too. If it is starting to get lighter green towards the bottom, you need more grow nutes...If it is ubber dark green. Lay off the grow nutes quicker...

i water once every 2-3 days and feed once the next 2-3 days and i continue this pattern....the colas are forming clusters of hairs that means it has began its flowering phase right? my soil has a VERY low NPK ratio of 0.21/0.11/0.6 and my fert is strong with a NPK ratio of 18/18/21 (i delute to weaken the NPK),

looks great. A plant that is bigger will start to show flowers (Preflowers) before actually being in true flowering. That said if you are seeing clusters, you can start switching to flowering nutes in the order i said above. If you see them lighten in color, use a little more grow. She does look super happy and healthy though
