ok, dump all of the regular bulbs, and get some of those spiral cfl jobbers.. the bigger actual wattage ones that you can find and or afford.. get as many as you can fit in the grow space.. on the package it will say something like 6500k or 2700k, this is the temperature of the bulbs, or rather the spectrum of the color of light that the bulbs emit.. you'll want the 6500ks for veg, and the 2700's for flowering.. you can also mix and match the k's, i like that idea... maybe two of the 65's and one of the 27s for veg, and the other way around for flowering..
you'll need a bigger pot eventually with some nice drainage holes in the bottom so that they don't drown ... you also want the lights about an inch or two away from the pots once they sprout, but for now about four to six inches will do fine... you've got to keep moving them around, the lights, when the plants grow so that they don't get burnt..
don't feed them any kind of nutrients for atleast about three weeks or so.. then start off feeding them about 1/4 of what it says on the bottles.. every week bump it up another 1/4 so that after a month of feeding, they are up to full dosage...
don't worry about flowering for now.. just concentrate on trying to get them to grow for now.. water them till you get some water to run out of the bottoms of the pots, and don't water them again till the soil feels dry when you put a finger into the soil down about an inch or two.. then water them again till you get a good bit running out of the holes in the bottom.. i'm sure you're now seeing the reason for the need for drainage holes in your pots..
just do this much for a month or so.. oh yah, get yourself a cheap $5 timer, and set it for 18 hours on, and six hours off.. much simpler than trying to do it by hand trust me.. if you get this far, or have more ?;s, don't feel afraid to ask...
