Is It Illegal, Too?

Is it illegal to purchase pipes and water pipes from an overseas manufacture for distribution in the USA?

I would like to design a line of bongs, the manufacture is overseas, is it legal for them to ship me the designs and me sell them online, to head shops, and trade shows here in the USA? Is this similar to what Tommy Chong did?

Would I only be able to sell to retailers and online only in the state which I recieved them and not cross state lines?
