Sure you can, when do you get the firs hard frosts up in Nor Cal? thanksgiving?

I have to assume your first hard frost comes after halloween..so you can still veg for 5 weeks and flower most strains no problem should be able to get 2 zips a plant maybe a lil more or less depending on the strain.

You should do it. I'm currently in NorCal South Bay and I just finished setting up a new set of girls to go outside soon. It's incubating inside a dome right now. Next week it's going in 1g and then to the ground with fresh FFOF. Shouldn't be a problem. Just veg short.

I heard its possible to put certain canadian strains out in nor cal mid august for a late october harvest

Do it! You can still pull at least an oz each if you get them out and get every bit of veg out of the season. I have done it with 5 plants my first grow and was able to pull 7oz.
