Is the plant over-watered or under-watered???

IS this plant over-watered or under-watered?? This is my first grow and I cannot tell which it is. Thanks in advance for any help!View attachment 2282073

Under-watered by the looks of it, feel the soil check it

It looks overwatered but we really cant give a deff answer since u havent provided the proper information: how often do you water? When did you last water? And how much ?
The reason i say over is since your stems are not sagging. When a plant needs water it is very viable, meaning stems droop as well as leaves. When you overwater, only the leaves droop until the roots settle in with the new watering. Hope this helps
