Is this a valid way to check the soils ph?

I bought a ph meter. Only takes the pH of a liquid. So, I poured some distilled water in a clean glass cup. Took it's pH. I got 7.48. I diluted some distilled white vinegar, put a few drops in until the distilled water had a pH of 7.00 exactly. I then tossed in a some soil. ABout an equal volume. Stirred it around for a few minutes, and then took the pH of the liquid again. It dropped to 6.48. Is this a proper way of checking the pH of the soil?

catch the run off that comes out of the weep holes in the bottom of the pot when you water. adjust from there
