Is this nute burn or what my plant is slowly dying and I can't figure out why :[

Shes in week 1 of flowering and everyday I turn the lights on she starts to droop down but when I flip them off she perks back up. I don't know whats happening or what. Cause I havent used any nutes aside from adding more soil to the top of the plant.

Also I've noticed an almost sap like substance on the tips of some of the leaves.

Also I'm thinking she was on 12/12 outside and I brought her home and put on 24 so I think she was reverting back to veg then I put her back on 12/12 could this kill the plant?
