Laws changed?!?!?!

Ok look i have 8 fully rooted clones in veg and i know in c.a i can only have 12 immature and 6 mature plants rite. But i just cut 30 cuttings and they do not have roots. If the clones do not have roots is it still not considered a plant by law??? Ive heard both side and it keeps changing from every person i talk to lol, so please help i want to be legit and if im not then i will toss these

you are looking for local law, You will have to contact some one in your neck of the woods to find out your letter of the law, but most places would call a plant in individual root zones as separate plants, so every cutting is a new plant...MY 2 JR
