It says "Epistar/Bridgelux." They might have one Bridgelux diode. This is no different than any of the other throw-away junk with epi-whatever diodes. If someone really had to buy a light like this, I'd recommend MarsHydro or Vipar(eBay). The former has a public support forum which is marginally better than dealing with an anonymous eBay seller. The latter has the dubious distinction on this forum for being "the best of the worst."
I don't see any reason to roll the dice on an unknown. But, they're probably all the same. The problem typically occurs when you need to resolve a problem. A lot of these unknown eBay sellers require you to send the unit to China (even through it was shipped to you from within the US). They know you won't spend more to ship it back, so they offer you a 20% refund and "you get to keep the light." It's a huge scam. HydroJoyLED has a reputation for this practice. A lot of stuff on AliExpress is like that.
