In short.. No. Maybe it would keep it alive, maybe. But a good rule of lighting to go by is at least 3,000 lumens per square foot. To give you an idea, I use apx 130,000 lumens from a 1000 watt High Pressure Sodium bulb in a 4x4 space. So I'm using about 8,125 lumens per square foot. If you're trying to go cheaper, go to your local light bulb supplier, Lowes, Wal Mart, Home Depot... Get yourself 5 of the cool spectrum, and 5 of the warm spectrum flourescent bulbs . It will say on the box.
I'd say just get a 600 watt HPS and be done with the question of will it work, but you then need to invest in a method of cooling, which may, or may not be additional funds.
