Light during germination stage?

I germinated my seed in a wet towel until the root came out a short to medium length (not long like you've seen online). Two nights ago I plotted it into fox farms oceans forest in a red solo cup and a clear cup over it. I put 50 watts of fluorescent light a foot above the cup on 24 hours with a temp around 80. My question is, since I am still at the germination stage and the seed is under soil, will the light speed up the process of it coming up to the light? If so will more fluorescent lamps and/or stronger types of lights make it even quicker? Or should there be a gradual increase in watts?

Right now the seed doesn't know what's going on above ground, so more light won't make it come up any faster.
But it's always good to have light waiting for it when it does sprout. Try and keep the light as close as possible without cooking them. So far cree bulbs have been the coolest with next to no heat even after 18 hours and I had them 2" away.
