Light suggestions for 1mx1m Scrog (budget build with cob's)

Hey everybody

A friend of mine wants to build a ~300w light for a 1mx1m scrog. It's going to replace a 400w HPS. He wants to keep it at no more than 300$, and wants to use cob's. So far I've suggested he take a look at Citizen 1212 and Luminus cxm-22, perhaps Vero22 as well.
What do you guys think is optimal given the budget and wattage? 6 cob's @50w or more/fewer at lower/higher wattage?
I'd love to hear your input, so please chime in

4 cxm22s on 133s on an HLG-320-48a driver will give you 320+ W for under $300. thats pretty budge and will do what you need.
