A stronger light will give you better penetration yes. But, the issue you are having now is the reason why people top/train their plants when growing indoors.
If you do not want to do any training, your best bet would be to invest in some added side lighting.

What is the brand/model of your light? COB’s tend to penetrate quite well.
Can you post pics of your plant?
The top 12-24” are all you should really worry about, the bottom part of the plant should be defoliated to send energy to the tops and promote good airflow.
My current plant I was given, was grown out door so it’s y’all already 
my current plant I was given to, was vegged outdoors so it’s tall, it’s a sour plant
