where can i get flourecesent tubes and will give me just eough light to grow two plants indoors in soil, how many whats would i need

Just get a 4 foot shop light with 2 cool white lamps and you'll be good to go, about any store with lighting should carry them. Should be around $10 for the fixture and $5 for the tubes, 80 watts will be enough to veg with. you should get an HPS to flower with, 2 plants you can probably get away with a 150 watt HPS but 400 woks the best in your situation.
