is a 150 watt High Pressure Sodium light enough for two plants to flower there about 14 inchs tall

Sure. plenty enough for such small plants. Even better is if there both sativa..you should get some nice nugs.

It's good for covering about 18" x 18",(positioned 12" or less, from the tops of the plants) so as long as they aren't much wider than that, they'll do fine.

What he said! You could always get some cfl's for some side lighting too, cheap and effective!
