I know that these are the estimates people use a lot, but 10 plants under a 400w light is going to get cramped - lumens wise.It depends on the size of the area he needs to cover with light. Having larger or smaller pots alone may determine if he will have adequate coverage or not.
Primary light (no natural light) coverages for the different grow light wattages are as follows.
- 100 watt lights: 1.5FT x 1.5FT growing area
- 150/175 watt lights: 2FT x 2FT growing area
- 250 watt lights: 3FT x 3FT growing area
- 400 watt lights: 5FT x 5FT growing area
- 600 watt lights: 6FT x 6FT growing area
- 1000 watt lights: 8FT x 8FT growing area

I have 10 small plants under 2 400w and it seems a bit cramped. I could raise the lights more for better coverage, but that's really just a compromise that I don't like to make. I don't like airy fluffy bud.
The cost difference from the 400w to the 1000w isn't really worth it when you consider the growth and yeild difference.
