Lighting for pollination/breeding?

I am utilizing a breeding chamber (cabinet) indoors to create seeds. I am a newbie to this but DO have a pretty good understanding of the process. If you all can help, I need to know what kind of lighting to use thats cheaper yet effective?
I have so far just been told a 250watt CFL. Also, if any pointers on setup and process besides lighting, please also share. Thank you all very much in advance.

Ps- pic of cabinet below. Please disregard all of the crap surrounding it lol.

Your intentions are good but I don't think that space can accommodate a proper breeding chamber. Why? To get the full effect from a plant when breeding they need to be fully mature, meaning at least 8 weeks old. It does not look like plants of a mature size could fit in that cabinet.
If I'm wrong and there is enough room, then some T5's would be the cheapest, most effective, option for lighting.
