lighting question!!

umm im growing under my house and was wondering if i could leave my lights on at night and turn them off during the day....itll be a 12/12 cycle with a 400w HPS

ofcourse, just make sure that when the lights go off, there is NO light

Go in there during the dark period and make sure there is NO light leaks.
Then,

HELP i just got a new mh hps switchable ballest and reflector, i havnt tried my hps but my mh bulb wont fully light up it just, the coil is burning blue
and wnt fully come on, do blown bulbs even do that or is that a sighn that it is blown??
