Lighting questions

I'm sort of growing on the DL and can't just say "I'm buying a light that you'll never see again". I already have one fluorescent tube, seems to be working nicely but I found this light in my brothers room, it says 15 watts, same as my current one, but the thing is, is that it is coated red. Just a normal light but red. Would this affect it, or is it useable?

You should save up 70 dollars and get yourself a 125W hydrofarm fluorescent compact bulb it will put off nect to no heat so you can put it next to your plant and it will give you about 10 times to lumens as that tiny 15w.
